Commissioning
Many commissioners are looking for ways of introducing an outcomes focus into their commissioning. Triangle offers a range of consultancy and other services to support commissioners to maximise the benefits of the Outcomes Star when either recommending or requiring its use. Based on our experience of working with a range of commissioners, we have outlined:

- Guidelines on how commissioners can use the Outcomes Star well and ensure that measurement leads to better outcomes for vulnerable people
- How to use the Ladder of Change that underpins the Star as a framework for planning services to ensure services are available for vulnerable people at each stage.
The Stars work best where there is an on-going working relationship with a client; they are not intended for use in drop-in services or those without structured interventions, usually delivered one to one. If as a commissioner you are considering making use of the Outcomes Star mandatory, it is important to check that it is suitable for the service, and to check that there is a version published for that service user group.
Camden, Wirral, Rochdale, Waltham Forest, Cardiff, Norfolk, Dorset and Kirklees are among the commissioners known by Triangle Consulting to be writing versions of the Outcomes Star™ into contracts or strongly encouraging service providers to use it.
